Codename: Dust

A doctor by the name of Justin Carter was the sole creator of the virus. He was known to his collegues as 'Dusty', a mispronunciation of his name; hence the designation of the virus as Codename: Dust.
The virus began as a simple effort to cure the common cold. Of course, like always when people start to tamper with resiliant viruses, things went terribly wrong.
Rather than creating a cure, Dr Carter accidentally caused the virus to mutate rapidly in that rather than the simple sniffle and coughs that normally came with a cold, it would kill anyone infected instead.
Whilst working on trying to reverse this, Dr Carter suddenly began experiencing rapid symptoms of a cold, which were increasingly getting worse. Before he had realised that he had been infected, he dropped dead.
The following weeks gave way to the terrifying spread of the Dust virus; many major cities in Britain becoming almost wiped out by it in mere days. Within a month, the virus had gone out of control and spread to Ireland and the surrounding British Isles. Eventually, there were even reports of the Dust virus in France and other parts of Europe. Afraid the virus would continue to spread, America, Russia, Korea, and other countries gave the order to bombard The United Kingdom with nuclear warheads.
The UK was engulfed in nuclear fire and radiation.
Yet this only served to worsen the effects of the virus.
Now even more grossly mutated than before, the virus didn't just kill the infected. It reanimated their bodies; turning into different manifestations depending on the genetics of the person it infected.
The few that had survived now faced an even bleaker outlook than before. The UK was all but dead; reduced to barren and arid wasteland, lakes and rivers dried up, no Government around to rule. And none of the outside countries dared enter.
The UK was plunged into chaos; people reverted to an animalistic state.
Yet there were a few who kept their sanity. Lead by a man called Robert Parker, they reastablished themselves in what was left of London. They built houses out of the rubble, scavenged anything they could find and built a wall to protect themselves from the remains of the country they now called the Wasteland.
They called their new home Haven. There were no laws now, but they still tried to adhere to a basic code of decency. A few unofficially became 'law enforcement', to help keep the animal-like people from outside.
Some would go outside of Haven, to salvage and scavenge. Very few came back. But those who did brought food, water, resources. They called these people the Wastelanders. They helped Haven to stay alive.
20 years later, in this world where the only rule is to stay alive, is there really more to life than to survive?
